Guidelines for PTSP Service Standards Applicable at District and High Courts Updated: Forms of Eligible Case Administration Services Now Clarified

  • In an effort to improve the transparency and quality of the various services that are provided by courts across the country, the Director-General of the General Judicial Office at the Supreme Court ("Director-General") has decided to introduce a new set of guidelines that address recently updated service standards for the One Stop Integrated Service (Pelayanan Terpadu Satu Pintu – "PTSP") facility at District Courts and High Courts (collectively referred to as "Courts") through the issuance of Decree No. 114/DJU/SK.HM1.1.1/I/2024 ("Decree 114/2024"), which has been in force since 29 January 2o24. Previously, matters relating to PTSP services standards were addressed under Decree of the Director-General No. 77/DJU/SK/HM02.3/2/2018 ("Decree 77/2018"), which has now been repealed and replaced.
  • As outlined comprehensively under the Appendices to Decree 114/2024, said framework has now clarified that PTSP that are located in Courts should administer services that relate to the following forms of legal cases: 1) Civil cases (i.e. registrations of applications, submissions of lawsuits, class-action lawsuits, mediation, legal remedies and executorial administration); and 2) Criminal cases (i.e. courts proceedings, proceedings for children who come into conflict with the law, suspension of detention, proceedings for minor criminal offenses, legal remedies and clemency administration).
  • Any parties wishing to visit a given Court are required to register through the Court’s electronic visitor’s logbook via the PTSP+ application. In this regard, Decree 114/2024 has now clarified that the PTSP should be in service at least 30 minutes prior to the relevant Court’s operational hours and should cease offering services 30 minutes prior to the end of the Court’s operational period.
