Regional Governments Now Required to Set Minimum Offered Services for the Prevention and Mitigation of Priority Zoonoses in Relevant Jurisdictions

  • In an effort to ensure that the health of the general public is protected from the impacts of zoonoses (i.e. infectious diseases that may be transmitted from animals to humans and vice-versa), the Minister of Agriculture ("Minister") has decided to address the minimum priority zoonoses services ("Services") that are offered at the regency/city level through the issuance of Regulation No. 39 of 2023 ("Regulation 39/2023"), which has been in force since 7 November 2023.
  • As outlined comprehensively under Appendix I to Regulation 39/2023, regency/city-level governments ("Regional Governments") are required to determine offered Services based on basic services for regional disasters, which encompass the following activities: 1) Disaster-prone information services (e.g. establishment of disaster risk assessments, as well as disaster-related communications and information); 2) Disaster prevention and preparedness services (e.g. provision of medicines and vaccines, as well as other healthcare facilities); 3) Rescue and evacuation services for disaster victims in anticipation of the threat of priority zoonoses (e.g. epidemiological investigations and emergency responses).
  • The aforementioned priority zoonoses will be determined by the Minister, while Regional Governments are also required to ensure Services through the establishment of monitoring and fast response teams for the following types of priority zoonoses: 1) Rabies; 2) Anthrax; 3) Leptospirosis; 4) Brucellosis; and 5) Avian influenza. Details of the above-mentioned monitoring and fast response teams are outlined comprehensively under Appendix II to Regulation 39/2023.
