Governance of Bonded Logistics Centers Updated: Bonded Zones Introduced

The Director-General of Customs and Excise ("Director-General") recently issued the Third Amendment to Regulation of the Director-General No. PER-14/BC/2019 (Second Amendment) on the Amendment to Regulation No. PER-01/BC/2016 ("Regulation 1/2016") on the Governance of Bonded Logistics Centers through the issuance of Regulation No. PER-23/BC/2023 ("Third Amendment"), which has been in force since 14 December 2023.
The Third Amendment sets out several additional provisions that address: 1) Bonded Zones (i.e. bonded stockpiles [Tempat Penimbunan Berikat - "TPB"] for the stockpiling of imported goods and/or goods originating from other places within customs areas in order to be processed or combined before being exported or imported for use); 2) Bonded Zone Organizers/Bonded Zone Entrepreneurs; 3) Bonded Zone Entrepreneurs acting concurrently as Bonded Zone Organizers.
The procedures for entries and releases of goods in the form of finished products of Bonded Zones that are deposited in bonded logistics centers (Pusat Logistik Berikat - "PLB") are listed under the Appendices to this Third Amendment.
The Third Amendment is set to come into force 30 days after its date of promulgation.
