Hospital Managements Required to Meet Certain Professional Requirements and Competencies

Pharmacies, Health Industry, and Foods & Drugs Standard

Following the issuance of Law No. 17 of 2023 on Health, the Directorate-General of Health Services at the Ministry of Health recently issued Circular No. HK.02.02/D/15084/2023 ("Circular 02/2023"), which has been in force since 29 November 2023 and which adjusts various requirements and competencies that relate to hospital managements ("Managements"), specifically the organization of hospital accreditation, in order to maintain the overall quality of the delivery of hospital services and to support the overall transformation of Indonesia’s healthcare system.
At its core, Circular 02/2023 mandates that Managements should comprise medical personnel, healthcare workers and/or professional staff who are competent in hospital management. Said medical personnel comprise the following professions: 1) General practitioners; 2) Dentists; 3) Specialists; 4) Specialist dentists; 5) Subspecialists; and 6) Superspecialist dentists.
Moreover, healthcare workers comprise personnel from various fields, including: 1) Clinical psychology; 2) Nursing; 3) Midwifery; 4) Pharmaceuticals; 5) Public healthcare; 6) Environmental health; 7) Nutrition; 8) Physical therapy; 9) Medical technicians; 10) Biomedical engineering; 11) Traditional healthcare and other related healthcare personnel.
Meanwhile, professional staff must possess hospital management competence that may be acquired through education, training and/or experience.
