DPR Passes Draft Bill on Special Region of Jakarta

The Indonesian House of Representatives (Dewan Perwakilan Rakyat/DPR) has officially passed the Draft Bill on the Province of the Special Region of Jakarta ("Draft Bill"), which contains 72 articles spanning 12 chapters that address the following specific areas: 1) Positions and functions; 2) Limitations and divisions of areas; 3) Principles and governmental structures; 4) City/regency councils and deliberative institutions in urban villages (kelurahan); 5) Government affairs and special authorities; 6) Foreign cooperation; 7) Funding; 8) Agglomeration areas; and so forth.
Amongst the various arrangements addressed therein, the Draft Bill states that the Jakarta Capital City will have its name amended to the Special Region of Jakarta (Daerah Khusus Jakarta – "DKJ") in response to the forthcoming change in Indonesia’s capital city. The DKJ is defined as the center of the national economy and a global city with agglomeration areas that function as trading centers, service areas and financial services centers, both national and regional, while DKJ is also described as a global business center. The Draft Bill also effectively ends elections for city governor. Instead, DKJ governors will in the future be directly appointed by the president.
As the Draft Bill is still being deliberated, further changes may be made to its substance.
