Technical Guidelines for the Prevention and Mitigation of Violence at Education Units Officially Introduced

Following the issuance of Regulation of the Minister of Education, Culture, Research and Technology ("Minister") No. 46 of 2023 on the Prevention and Mitigation of Violence at Educational Units ("Regulation 46/2032"), the Secretary-General of the Ministry of Education, Culture, Research and Technology ("Ministry") has decided to introduce a set of technical guidelines for the Prevention and Mitigation of Violence at Education Units (Pencegahan dan Penanganan Kekerasan di Lingkungan Satuan Pendidikan – "PPKSP") through the issuance of Decree No. 49/M/2023 ("Decree 49/2023"), which has been in force since 24 November 2023.
The technical guidelines for PPKSP ("Guidelines") are comprehensively outlined under the Appendix to Decree 49/2023 and will now serve as a reference for use by the relevant stakeholders (e.g. central/regional governments and education units) as regards the implementation of PPKSP measures. The Guidelines also address the relevant roles that are encumbered by various parties during said implementation.
Broadly speaking, the Guidelines cover a wide range of PPKSP measures, including: 1) Classification of types of violence at educational units; 2) Mechanism for the establishment of dedicated teams for the implementation of PPKSP; 3) Mechanism for the establishment of PPKSP task forces at educational units at the provincial and city/regency levels; 4) Mechanism for the implementation of PPKSP; 5) Processes for the mitigation of violence; 6) Processing of data related to cases of violence; and 7) Cross-sectoral and public participation.
