BPJPH Issues Halal Certification Guidelines for the Development of Halal-Certified Products

  • The Head of the Halal Product Guarantee Agency (Badan Penyelenggara Jaminan Produk Halal – "BPJPH") recently issued Decree No. 76 of 2023 ("Decree 76/2023"), which has been in force since 12 September 2023 and which specifically addresses technical guidelines for the registration of developed products which have been halal certified ("Products").
  • To register their Products, business actors should submit online registrations through the SIHALAL app, which can be accessed at: https://ptsp.halal.go.id. Submissions should be accompanied by several required documents, which differ for domestic and foreign business actors. Said documents include licensing documents, documents on the identities of the relevant halal supervisors, documents on Product processing, as well as lists of Products and ingredients, etc.
  • Business actors must ensure that all newly registered products are the result of developed initial products for which halal certification has already been secured and which have been registered with the BPJPH. Submitted registrations will be verified before they are subsequently reviewed by Halal Inspection Institutions (Lembaga Pemeriksa Halal – “LPH”). LPH will also calculate the relevant costs that are associated with certification, a process that will take no longer than two business days after the required documents have been submitted to LPH. Upon receiving confirmation of the certification costs that they will be required to pay, business actors must then complete this payment within 10 days of said payment notification being received.
  • LPH will then complete an inspection and/or evaluation of the relevant Product once the BPJPH has verified the payment. The results of this inspection and/or evaluation will be submitted to the MUI with a copy also being sent to the BPJPH through the SIHALAL app. The MUI will then conduct a session in order to stipulate a fatwa halal and will issue the halal stipulation for the Product to the BPJPH, which will then issue the relevant halal certificate to the business actor through the SIHALAL App.
