Early Warning Issued for Influenza-Like Illness: International Travelers with Certain Symptoms Now Subject to Swab Tests at Ports of Entry

  • In light of the fact that seasonal influenza viruses pose a significant health risk to the general public, the Director-General for the Prevention and Control of Disease at the Ministry of Health (“Director-General”) has issued Circular No. HK.02.02/C/4294/2023 (“Circular 2/2023”), which has been in force since 9 October 2023.
  • At its core, Circular 2/2023 contains a set of applicable guidelines for use by various healthcare authorities and officials whenever they engage in sentinel surveillance (i.e. epidemiological surveillance of certain populations located in certain regions that aims to gain an indication of larger-scale health issues). Said surveillance is being introduced in order to track Influenza Like Illness (“ILI”) across a number of the country’s Ports of Entry (“PoE”) as part of early warning measures that are being put in place for Influenza and SARS-CoV-2.
  • Circular 2/2023 lists 14 Port Health Offices (Kantor Kesehatan Pelabuhan – “KKP”) that should monitor possible ILI cases involving international travelers (including Hajj and Umrah pilgrims), as well as other visitors who are being treated at healthcare posts located at PoE’s international arrival terminals.
  • Furthermore, the listed KKP are also required to carry out the nasopharyngeal and oropharyngeal swab testing of international travelers and visitors who are being treated at healthcare posts located at international departure terminals if said individuals display any of the following symptoms: 1) Sustained fever with a temperature of ≥ 38˚C; and 2) Have experienced a cough during the previous 10 days.
  • Specimens of the above-described swab tests should subsequently be sent to regional public health referral laboratories on a weekly basis for further examination. It should also be noted that KKP should also report and maintain records of all discoveries of COVID-19 and influenza cases in accordance with the applicable formats and procedures.
