Ensuring Safety Standards for Coal Carriers Through Certification

  • The Director-General of Marine Transportation has issued Circular No. SE-DJPL 28 of 2023 on the Mandatory Certification of Coal Barges ("Circular"), which now requires the head of the Technical Implementing Unit Office at the Directorate-General of Marine Transportation to conduct examinations and to issue Special Requirement Certificates for vessels (specifically tugboats and pontoons) that transport coal ("Certificates").
  • In order to secure Certificates, coal barges must satisfy the following requirements: 1) Must have navigation lamps; 2) must have sideboards that are proportional in height; and 3) Must have anchors. Meanwhile, the requirements that have to be met by tugboats in order for them to secure Certificates break down as follows: 1) Must have reserve towropes; 2) Must have International Maritime Dangerous Goods (IMDG) code books; 3) Workers must wear protective clothing; 3) Must have dangerous goods lamps or Bravo sign flags; and 5) Must display no smoking signs. 
  • It should be noted that Certificates have set validity periods. Meanwhile, if tugboats change then new Certificates may be issued.
