BPJPH Introduces Procedures for Payments of Halal Certification Fees: Two Payment Methods Now Introduced

  • The Head of the Halal Product Guarantee Agency (Badan Penyelenggara Jaminan Produk Halal – "BPJPH") has introduced two applicable procedures for the payment of halal certification ("Certification") fees through the issuance of Decree No. 81 of 2023 ("Decree 81/2023"), which has been in force since 25 September 2023.
  • The above-mentioned procedures are comprehensively outlined under the Appendix to Decree 81/2023, which sets out two forms of fee payment methods for Certification, specifically: 1) Business actor statements ("Self-Declarations"); or 2) Regular method.
  • In terms of the above-mentioned Self-Declaration procedure, Decree 81/2023 sets out 15 specific phases that relate to the completion of Certification fee payments. Said phases can be summarized as follows: 1) The Halal Product Processing Assistance Agency (Lembaga Pendamping Proses Produk Halal LPPPH”) and Halal Product Processing (Proses Produk Halal/PPH) Counselors ("Counselors") submit relevant supporting documents; 2) Invoices for the LPPPH and/or Counselors will then be automatically issued via the Halal Information System (Sistem Informasi Halal/SIHALAL) on a weekly basis; 3) Issued invoices, as outlined in point (2) above, will then undergo a verification process; 4) Once an invoice has been approved, a list of Detailed Payment Requests (Daftar Rincian Permintaan Pembayaran – "DRPP") will be issued and will be further approved; and 5) The expenditure treasury will then subsequently pay for the LPPPH and/or Counselors within five business days of the relevant DRPP being approved.
  • Meanwhile, the regular method for payments of Certification fees comprises two main elements, which encompass their own relevant payment procedures. Said main elements break down as follows: 1) Examinations of halal products; and 2) Determinations of halal products.
