Government Introduces Third Amendment on the Imposition of Tariffs of as Low as Rp. 0.00 (Zero Rupiah) or 0% (Zero Percent) for Land and Railway Transportation Services in Line with Certain Considerations

The Minister of Transportation ("Minister") has issued the Third Amendment to Regulation of the Minister No. PM 92 of 2021 ("Regulation 92/2021") on Amounts, Requirements and Procedures for the Imposition of Tariffs and Types of Non-Tax State Revenue (Penerimaan Negara Bukan Pajak - "PNBP") of as Low as Rp. 0.00 (Zero Rupiah) or 0% (Zero Percent) through the issuance of Regulation No. PM 44 of 2023 ("Third Amendment").
The Third Amendment adjusts the imposition of tariffs of as low as Rp. 0.00 (zero rupiah) or 0% (zero percent) for land transportation and railway transportation services in line with certain considerations. Details of these adjustments are listed under the Appendix to the Third Amendment.
Furthermore, when the Third Amendment comes into force, provisions that specifically address the imposition of tariffs of as low as Rp. 0.00 (zero rupiah) or 0% (zero percent) will apply to types of PNBP that take the form of urban transportation tariffs through service purchase schemes that have been in force since 1 July 2023, with the exception of the city of Bogor.
The Third Amendment has been in force since 11 September 2023.
