Govt. Set to Provide Fiscal Support to Further Expedite Transition Towards Renewable Energy Power Plant Development

  • In an effort to support the government’s stated goal of ultimately closing the country’s steam power plants (Pembangkit Listrik Tenaga Uap – "PLTU") and transitioning towards the operation of renewable energy (Energi Baru Terbarukan – "EBT") power plants, the Minister of Finance ("Minister") has decided to provide fiscal support aimed at facilitating this transition, as set out under Regulation No. 103 of 2023 ("Regulation 103/2023"), which has been in force since 13 October 2023.
  • At its core, Regulation 103/2023 is ultimately aimed at facilitating a fair and affordable transition towards the use of EBT by addressing the following aspects: 1) Funding and financing mechanisms, including blended financing, as implemented through an energy transition platform ("Platform"); 2) Provision of fiscal support through the Platform; and 3) Coordinated and integrated mechanism that will be used to manage the Platform.
  • Under Regulation 103/2023, certain facilities may be offered through the Platform by its managers, including the following types of financing: 1) Loans or other forms of financing; and/or 2) Cooperation schemes between business entities and the government. In this regard, certain parties are entitled to submit applications for said facilities, including: 1) PT PLN (Persero) and its subsidiaries; 2) Electrical power providers and/or their shareholders; 3) Sponsors of the providers outlined in point (2) above; 3) Investors; and/or 4) Other prospective Platform facility recipients.
  • It should be noted that Platform facilities may be utilized for certain purposes, including: 1) PLTU projects in line with operational periods that will terminate sooner; 2) PLTU projects involving the sale and purchase of electrical power (Perjanjian Jual Beli Tenaga Listrik/PJBL) that will be terminated sooner; and/or 3) Projects relating to the development of EBT power plants as replacements for the PLTU projects outlined in points (1) and (2) above.
