BI Introduces New Macroprudential Liquidity Incentive Policy

Bank Indonesia ("BI") has issued Regulation No. 11 of 2023 ("Regulation 11/2023") in a move to strengthen Indonesia’s Macroprudential Liquidity Incentive Policy (Kebijakan Insentif Likuiditas Makroprudensial - "KLM"), which has been in force since 1 October 2023.
Overall, the provisions that feature under Regulation 11/2023 encompass the following areas, among others: 1) Scope, criteria and amounts, as well as the period and mechanism for the granting of KLM; 2) Data and reports as a source of KLM issuance; 3) Submission of information to banks; 4) Exceptions to the issuance of KLM; 5) Repeated research into the issuance of KLM to banks.
Pursuant to Regulation 11/2023, BI will issue KLM to banks that distribute the following: 1) Credit or financing within certain sectors, as determined by BI (e.g. downstreaming of minerals and coal, housing, tourism); 2) Inclusive credit or financing based on the achievement of the Macroprudential Inclusive Financing Ratio (Rasio Pembiayaan Inklusif Makroprudensial - "RPIM"); 3) Credit or financing to ultra-micro-scale enterprises (Usaha Ultra Mikro - "UMi"); 4) Environmentally sound credit and financing; 5) Other financing, as determined by BI.
