Govt. Sets Budget Allocation for AMDAL Assessments and UKL-UPL Reviews

  • The Minister of Environment and Forestry ("Minister") recently issued Circular No. SE.8/MENLHK/SETJEN/KUM.1/8/2023 ("Circular 8/2023") on Funding Cost Standards for Assessments of Environmental Impact Analyses (Analisis Mengenai Dampak Lingkungan Hidup – "AMDAL") and Form Checking for Environmental Management Efforts and Environmental Monitoring Efforts (Upaya Pengelolaan Lingkungan dan Upaya Pemantauan Lingkungan – "UKL-UPL").
  • Circular 8/2023 states that funding for AMDAL and UKL-UPL assessment activities will be sourced from the State Budget (Anggaran Pendapatan Belanja Negara – "APBN") or Regional Budget (Anggaran Pendapatan Belanja Daerah – "APBD") and will cover the following activities: 1) Administrative matters; 2) Validity checking of AMDAL by the secretariat and technical team and of UKL-UPL by the environmental agency; 3) Announcements of Environmental Permit applications; 4) Announcements of Environmental Permit issuance; 5) Administrative costs relating to the issuance of feasibility and non-feasibility stipulations and the issuance of Environmental Permits; and 6) Administrative costs relating to the issuance of UKL-UPL and Environmental Permits.
  • AMDAL and UKL-UPL-related costs that will be borne by initiators include: 1) Honorariums relating to AMDAL assessments and UKL-UPL reviews; 2) Copies of documents required during the coordination stage for AMDAL assessments and UKL-UPL reviews; and 3) Costs associated with coordination meetings for AMDAL assessments and UKL-UPL reviews.
