Higher Education Quality Assurance Standards Set by Ministry of Education and Culture

The Minister of Education, Culture, Research and Technology ("Minister") has issued Regulation No. 53 of 2023 on Higher Education Quality Assurance (Regulation 53/2023), which came into force on 18 August 2023.
Regulation 53/2023 aims to improve the overall quality of higher education through various new policies, the most important of which is the introduction of several types of final assignments for students. Under this new initiative, students of bachelor’s, master’s and doctoral degrees may choose to complete their final assignments in the following forms: 1) Mini-thesis/thesis; 2) Prototype; 3) Project; and 4) Other forms of final assignment.
It should also be noted that the abovementioned final assignments can be completed by individuals or by groups of students.
Furthermore, Regulation 53/2023 has also determined that higher education quality assurance should be implemented through two systems, specifically: 1) The Internal Quality Assurance System (Sistem Penjaminan Mutu Internal – "SPMI") through cycles of activity determination, implementation, evaluation, implementation control and the improvement of higher education standards; and 2) The External Muyu Guarantee System (Sistem Penjaminan Mutu Eksternal – "SPME") through accreditation aimed at determining the eligibility of study programs and tertiary institutions on the basis of SN Dikti criteria.
