Organizers of Transportation Facilities Mandated to Ensure That Elevators and Escalators Are Safe to Operate

  • In a bid to minimize any risk of accidents involving elevators and escalators used as transportation facilities at the offices of the Ministry of Transportation (collectively referred to as "Facilities"), the Minister of Transportation ("Minister") has issued Circular No. SE 23 of 2023 ("Circular 23/2023"), which sets various applicable provisions that address the safety and supervision of elevators and escalator operations at Facilities and which has been in force since 14 August 2023.
  • At its core, Circular 23/2023 mandates that elevator and escalator safety at Facilities across the nation should be implemented in line with Regulation of the Minister of Manpower No. 6 of 2017 on Occupational Health and Safety for Elevators and Escalators.
  • In terms of the above mandate, the implementation of said safety measures, as well as ensuring that any operating elevators and escalators have been deemed fit to operate, are the responsibility of the organizers or leaderships of Facilities. Moreover, said organizers and leaderships are mandated to work in coordination with the relevant occupational health and safety supervisors, as well as with provincial-level manpower offices, in order to ensure the safety of elevators and escalators.
