New Omnibus Law on Health Highlights Preventive Approaches to Healthcare

  • Regardless of the ongoing debate on the various pros and cons of the Bill on Health, the government has now approved the Bill to be promulgated as a Law. The Bill on Health was drafted through the application of the omnibus law method and covers various matters that relate to public health.
  • In terms of priority, Indonesia’s Minister of Health, Budi Gunadi Sadikin, has stated that this new legal instrument is expected to improve Indonesia’s national healthcare system through two main priorities, specifically: 1) Increased access and improved service quality; and 2) Reconstruction of regulations and allowing the government to perform its regulatory function.
  • During this transformation of the country’s healthcare system, one of the most highlighted areas of focus is the stated shift from a curative approach to a preventive one. Moreover, the new legal framework is also aiming to guarantee easy access to healthcare for the public by ensuring that an adequate number of healthcare workers are employed in Indonesia. In achieving these goals, the hope is that the new law will also be able to accommodate and support a better quality of health education in Indonesia.
  • Allowing for collaborations is also one of the noteworthy highlights of the new legal framework. In this regard, the new law regulates the responsibilities of regional governments, as well as support from the central government and participation from the general public as a part of efforts aimed at improving the overall quality of healthcare facilities across Indonesia.
