Head of BP2MI Addresses Services for the Placement and Protection of Migrant Commercial Vessel Crews and Migrant Fishing Vessel Crews

The Head of the Indonesian Migrant Workers Protection Agency (Badan Pelindungan Pekerja Migran Indonesia – "BP2MI") has issued Circular No. 1 of 2023 on Services for the Placement and Protection of Migrant Commercial Vessel Crews and Migrant Fishing Vessel Crews ("Circular 1/2023"), which establishes a set of data collection rules for manpower agencies that have already secured Vessel Crew Recruitment and Placement Permits (Surat Izin Perekrutan dan Penempatan Awak Kapal – "SIUPPAK") and that subsequently offer services for the placement and protection of migrant commercial vessel crews and migrant fishing vessel crews
The BP2MI is responsible for collecting data on manpower agencies that place migrant commercial vessel crews and migrant fishing vessel crews through the Computerized System for the Protection of Indonesian Migrant Workers (Sistem Komputerisasi Pelindungan Pekerja Migran Indonesia – "Sisko P2MI").
Said manpower agencies must meet the following requirements: 1) Must have secured SIUPPAK from the Ministry of Transportation; 2) Must be a party to an agency agreement between the relevant manpower agency and the employer or the principal must have been ratified/endorsed by an Indonesian representative abroad or a notary appointed by the principal in the relevant placement country; 3) Must have secured a Taxpayer Identification Number (Nomor Pokok Wajib Pajak/NPWP); 4) Must provide a copy of the identity card of the relevant person in charge (principal director) of the manpower agency, 5) Must have secured a certificate of domicile for the manpower agency; 6) Must have a well-defined organizational/management structure; and 7) Must possess data on the placement of migrant fishing vessel crews and/or data on the placement of migrant commercial vessel crews complete with the names of the relevant vessels that cover the previous two years.
Placement and protection services for migrant commercial vessel crews and migrant fishing vessel crews can be provided to: 1) The Indonesian Migrant Workers Protection Service Center (Balai Pelayanan Pelindungan Pekerja Migran Indonesia/BP3MI); 2) Manpower agencies that have already opened Sisko P2MI accounts; and 3) Individual crewmembers of migrant commercial vessel
Circular 1/2023 has been in force since 8 June 2023.
