Indonesian-Flagged Passenger Vessels Transporting Containers Prohibited from Transporting Dangerous Goods

The Director-General of Sea Transportation ("Director-General") has issued Circular No. SE- DGPL 16 of 2023 on the Seaworthiness of Indonesian-Flagged Passenger Vessels ("Vessels") for the Transportation of Containers, which will be in force on 12 September 2023.
Generally speaking, Vessels that are designed and equipped with facilities and equipment for the transportation of containers must fulfill various requirements related to seaworthiness and must also meet the following requirements: 1) Certificates/documents that address ships’ seaworthiness; 2) Classification certificates with special notation for the transportation of containers/equivalent; 3) Booklets that address stability calculations or recognized organizations, including stipulations of loading arrangements; 4) Documents that address container transportation in the form of secure cargo manuals, as authorized by the Director-General or a recognized qualifications agency; and 5) Procedures for container loading through the application of Safety Management Systems.
It is important to note that Vessels are prohibited from transporting any dangerous goods.
