BI Updates Money and Foreign Exchange Framework Market: Scope of Products, Actors and Reference Prices Broadened

Monetary and Payment System

In a bid to ensure that the legal framework for the money market and foreign exchange market (collectively referred to as "Markets") is in line with Law No. 4 of 2023 on the Development and Strengthening of the Financial Sector ("Law 4/2023"), Bank Indonesia ("BI") has decided to issue Regulation No. 6 of 2023 on the Market Money and Foreign Exchange Market ("Regulation 6/2023"), which has been in force since 27 June 2023.
Under Regulation 6/2023, the activities that may now be organized digitally comprise the following: 1) Issuance of money market instruments; 2) Money market transactions; and 3) Foreign exchange market transactions.
Furthermore, Regulation 6/2023 has now added several new parties that are allowed to engage in said activities through Markets, including: 1) Financial sector business actors; 2) Professional business actors; 3) Financial sector supporting professionals; 4) Other parties who are associated with Market-related activities and transactions).
As any engagement with Market transactions should be undertaken in line with determined reference prices, Regulation 6/2023 has now categorized said prices as follows: 1) Prices for the money market (e.g. interest rates, yield or instrument prices and other money market prices); and 2) Prices for the foreign exchange market (e.g. currency exchange rate, currency exchange rate derivatives and other foreign exchange market prices).
