Preparations for Accreditation of Certain Healthcare Facilities Regulated

  • The Director-General of Healthcare Facilities ("Director-General") has issued Circular No. HK.02.02/D/7012/2023 on Preparations for the Accreditation of Public Health Centers (Puskesmas), Clinics, Healthcare Laboratories and Blood Transfusion Units (collectively referred to as "Healthcare Facilities"), which has been in force since 27 April 2023.
  • This new framework states that in order to prepare themselves for accreditation, Healthcare Facilities should: 1) Complete self-assessments; 2) Prepare quality improvement programs; 3) Determine and calculate quality indicators; and 4) Report any incidents relating to patient safety.
  • The above-listed preparatory activities may be carried out on an independent basis by Healthcare Facilities without the need to seek out any high-cost guidance. Moreover, the Ministry of Health ("Ministry") has provided facilities through the online media of the Ministry that are capable of supporting these preparatory activities and which will be accessible free of charge.
  • Furthermore, it should be noted that several adjustments have also been introduced in terms of the accreditation procedure for Healthcare Facilities, including: 1) Proof of National Quality Indicator for Puskesmas and healthcare laboratories will now be calculated for the previous three months instead of 12 months; 2) In addition to mandatory registration through the Ministry, clinics must also secure relevant business licenses, etc. Further information on the adjustments that have now been made to this procedure is now accessible through the Appendix to this Circular.
