Provision on Management of Bonded Exhibition Venues Amended

The Director-General of Customs and Excise ("Director-General") has issued Regulation No. PER-8/BC/2023 ("Amendment") on the Amendment to Regulation of the Director-General No. PER-3/BC/2023 on the Organization of Bonded Exhibition Venues ("Regulation 3/2023").
The requirements that now have to be met by venue organizers who are intending to secure location appointments for Bonded Exhibition Venues (Tempat Penyelenggaraan Pameran Berikat – “TPPB”) and permanent TPPB business licenses break down as follows: 1) Must have been confirmed as taxable businesses; 2) Must not engage in any trading activities; and 3) Must understand the rights and obligations that apply within the taxation, customs and excise sector.
Venue organizers are now able to submit applications for temporary TPPB location appointments and temporary TPPB business licenses. Said applications must be submitted to the Minister of Finance whenever exhibition activities are initiated.
TPPB business actors are also now required to submit details relating to types and quantities of goods, which must be in compliance with exhibition obligations and which must have been approved by the Head of a Regional Customs-and-Excise Office or the Head of a Main Customs-and-Excise Service Office.
The Amendment has been in force since 24 March 2023.
