Agglomeration of Tobacco Product Factories Regulated

The Minister of Finance (“Minister”) has issued Regulation No. 22 of 2023 on the Agglomeration of Tobacco Products Factories (“Regulation 22/2023”) in order to ensure ease of doing business for tobacco-product manufacturers that comprise small- and medium-scale industries and micro-, small- and medium-scale enterprises (collectively referred to as “Manufacturers”) through the formation of agglomerations of tobacco-product factories.[1] Manufacturers that carry out activities at sites designated for the agglomeration of tobacco-product factories (“Factory Agglomerations”) may enjoy facilities that relate to the following areas:[2]
