Incentives for Electric Vehicles to Be Granted Through Manufacturers Commencing 20 March 2023

  • Indonesia’s Minister of Industry, Agus Gumiwang Kartasasmita, has issued a statement confirming that incentives for electric vehicles will be granted to consumers through manufacturers that register electric vehicles that meet the required 40% Domestic Component Level (Tingkat Komponen Dalam Negeri – "TKDN”) value. To date, four-wheeled vehicles produced by manufacturers Hyundai and Wuling have already met the 40% TKDN requirement, while two-wheeled vehicles produced by Gesits, Volta and Selis have also met the TKDN requirement.
  • The first stage of the incentive distribution scheme involves manufacturers registering electric vehicles that meet the 40% TKDN requirement. The verification agency will then subsequently verify the relevant Vehicle Identification Numbers (VIN) and claims payments will be made to manufacturers in coordination with the Association of State Banks (Himpunan Bank Negara – "Himbara"). In addition, any potential customers of said vehicles should check their vehicle registration numbers with the relevant dealers in order to find out whether they are entitled to enjoy any incentives. Eligible consumers will receive a discount on their purchases while the relevant dealers should submit incentive claims to Himbara.
  • Indonesia’s Coordinating Minister for Maritime Affairs and Investment, Luhut Binsar Pandjaitan, has also revealed that a technical regulation that specifically addresses electric vehicle incentives will be issued before the official implementation of said incentives, which is set to commence on 20 March 2023.
  • Based on market absorption and national production capacity, the Ministry of Industry has proposed the provision of government assistance for purchases of 200,000 units of electric motorcycles, 35,900 units of electric cars and 138 units of electric buses by December 2023. The incentive for electric motorcycles has been set at Rp. 7 million per unit, which also applies to 50,000 conversions of conventional motorcycles from internal combustion engines to electric motors.
