Govt. Adjusts Packaging and Regional Multiplier Factors for Domestic Market Obligation for Cooking Oil

  • The Minister of Trade ("Minister") has decided to adjust the applicable packaging multiplier and regional multiplier factors (collectively referred to as "Factors") for the fulfillment of the Domestic Market Obligation ("DMO") for cooking oil through the issuance of Decree No. 126 of 2023 ("Decree 126/2023"). Previously, matters relating to said Factors were addressed under Decree of the Minister No. 1530 of 2022 ("Decree 1530/2022"), which has now been repealed and replaced.
  • Under Decree 126/2023, the DMO packaging multiplier factor applies to business actors who are planning to distribute cooking oil in “MINYAKITA” brand packaging. In this regard, Decree 126/2023 sets the following applicable factor rates: 1) The packaging multiplier factor for public cooking oil that is distributed in pillow pack packaging has been set at 1.5 (previously, Decree 1530/2022 set a packaging multiplier factor of 1.3); and 2) The packaging multiplier factor for public cooking oil that is distributed in non-pillow pack packaging has been set at 1.75 (previously, Decree 1530/2022 set a packaging multiplier factor of 1.5).
  • The applicable DMO regional multiplier factors for business actors who are planning to distribute cooking oil within individual provinces are comprehensively listed under the Appendix to Decree 126/2023 and in this regard, no changes have been made to the regional multiplier factors that were originally set out under Decree 1530/2022.
  • Decree 126/2023 has been in force since 7 February 2023.
