14 Main Areas Set to Be Addressed under Forthcoming Draft Bill on Health

  • Achmad Baidowi, Vice-Chairman of the Legislative Body (Badan Legislasi – “Baleg”) at Indonesia’s House of Representatives (Dewan Perwakilan Rakyat – “DPR”), has affirmed that in spite of the rejection of the forthcoming Draft Bill on Health (“Draft Bill”) that has been voiced by various healthcare workers’ groups, the DPR will continue with deliberations of the Draft Bill. According to Mr. Baidowi, this decision has been taken due to the fact that a majority of Baleg fractions recently affirmed their approval for deliberations of the Draft Bill during a plenary meeting that aimed to categorize the Draft Bill as a DPR initiative.
  • The Head of the Draft Bill Task Committee (Panitia Kerja – “Panja”), Mr. M. Nurdin, has stated that the current state of the Draft Bill comprises 478 articles spanning 20 chapters. Mr. Nurdin has also stated that the huge number of articles contained under the Draft Bill are being aimed at the establishment of a high degree of healthcare across the country.
  • In terms of the various provisions set out under the Draft Bill itself, which has been drafted through the application of the omnibus method, Mr. Nurdin has highlighted 14 of the main areas that the Draft Bill addresses, including: 1) Fulfillment of the public’s right to receive adequate treatment for their illnesses and medical conditions through the Social Security Agency (Badan Penyelenggara Jaminan Sosial/BPJS) and by not placing any limits on hospital service quotas; 2) Prioritization of healthcare services that are promotive, preventive and rehabilitative; 3) Telemedicine and telehealth initiatives; 4) The government’s obligation to provide access to healthcare services across the country, including in certain special areas and remote areas; 5) Differentiation of educational hospitals (e.g. those that are working in cooperation with educational institutions and those that organize professional medical training).
