- During the recent celebrations of National Press Day, which were held in North Sumatra, the Director-General of Information and Public Communication at the Ministry of Communication and Information Technology, Usman Kansong, announced that President Joko Widodo is set to introduce a Regulation of the President that addresses publishers’ rights. According to Mr. Kasong, there are currently two important matters that lie within the scope of the publishers’ rights framework, namely cooperation between mass-media platforms and the right of the Press Council to control, supervise and mediate mass-media platforms.
- In terms of the first matter, media platforms are required to cooperate with other such media platforms operating within Indonesia through the implementation of partnerships and negotiations in order to disseminate news. Said negotiations may be completed on a business-to-business level or press companies may negotiate individually with platforms or in groups through mass-media associations.
- Meanwhile, in terms of the second matter, a supervisory body will assume responsibility for the supervision of negotiations between platforms and mass media. Moreover, the forthcoming Regulation of the President on Publishers’ Rights will grant the Press Council the right to control, supervise and mediate collaborations between platforms and mass media, since the government is not recommending the formation of any new special agency in relation to these matters.
- Furthermore, Mr. Kasong has also stated that in the future, an agency will assume a supervisory role in relation to any disputes that emerge between the mass media and particular platforms. Such disputes should be resolved through the application of an arbitration mechanism through the Indonesian National Arbitration Board.
