Govt. Sets the Indonesian Single Data Framework for the Trade Sector

  • Following the issuance of Regulation of President No. 39 of 2019 on Indonesia Single Data ("Regulation 39/2019"), the Minister of Trade ("Minister") has decided to set the organization of Indonesia Single Data ("Single Data") in the trade sector through the issuance of Regulation No. 7 of 2023 ("Regulation 7/2023"), which has been in force since 10 January 2023.
  • Broadly speaking, Regulation 7/2023 covers a wide scope of matters relating to the Single Data, including: 1) Data standards ("Standards") and metadata; 2) Standard structures and format of trade data ("Data"); 3) Data proxies ("Proxies"); 4) Data producers ("Producers"); and 5) Trade-sector Single Data forum ("Forum").
  • In terms of Standards (consisting of concepts, definition, classification, size and units), Regulation 7/2023 has addressed that such matter shall be determined by the central-level Data builder (“Builders”), as proposed by Producers to the Proxies for examination. Meanwhile the metadata shall consist of Data structures and format, which shall be drafted by the Producer and proposed to the Proxies for subsequent passing by the Forum.
  • The abovesaid standard Data structures and format comprised of those applicable at the following entities: 1) Cross-agencies, both at the central and/or regional level; and 2) Ministry of Trade ("Ministry"). Determination of those Data structures and format shall be carried out by central-level Builders and implemented based on proposal submitted by Producers as well examination by Proxies.
  • In relation to the Forum, said matter shall be organized and coordinated by the Proxies (with having one annual coordination meeting at the very least), which may also involve the following parties: 1) Relevant government ministries/agencies Proxies; 2) Ministry work units; 3) Experts or academics; and/or 4) Other relevant parties. At its core, the Forum itself serves to communicate, coordinate and reach a consensus relating to the organization of Data (e.g., identification of Data lists, drafting list of priorities, determination of reference codes/main Data, and so forth).
