- In October 2022, the Director-General of Immigration ("Director-General") introduced new immigration facilities in form of second-home visas ("Visas") and second-home limited-stay permits ("Limited Permits") through the issuance of Circular No. IMI-0740.GR.01.01 of 2022 ("Circular 740/2022"), which were originally set to come into force by December 2022. However, the Director-General has recently readjusted the provisions on said Visas and Limited Permits through the issuance of Circular No. IMI-0820.GR.01.01 ("Circular 820/2022"), which simultaneously replaces and repeals Circular 740/2022 upon its promulgation.
- The Circular 820/2022 adjusts several provisions which relate to the issuance of Visas and Limited Permits, as follows: 1) Curriculum vitae is no longer a requirement to secure Visas or Limited Permits; 2) Passport photo, as a required document, must now have a red background; 3) Both Visa and Limited Permit’s proof of funds obligation (which amounting to at least Rp. 2 billion) could now be alternatively replaced with proof of ownership of an Indonesian property; 4) Mandatory reporting period for proof of funds have now been set at 90 days (previously only 30 days maximum); and 5) Mandatory Limited Permit conversion for elderly international travelers is no longer featured.
- In terms of the overall procedures to secure the above Visas and Limited Permits, Circular 820/2022 has determined those permits issuance will be carried out electronically through following phases: 1) Submission of application (e.g., registration, inputting applicant’s data and uploading copies of valid passport and passport photo; 2) Payment of Non-Tax State Revenue (Pendapatan Negara Bukan Pajak/PNBP) for acquiring Visa or Limited Permits; 3) Issuance of the Visas or Limited Permits, provided that the issuance of Limited Permits and re-entry permits will take place at relevant immigrational checkpoints.
- Further provisions on Visas and/or Limiter Permits sponsor are now featured under Circular 820/2022, including: 1) Sponsors may be individuals or corporations, provided that corporations in the form of real estate developers must be firstly approved by the Minister of Law and Human Rights ("Minister") by firstly submitting an application to the Minister; and 2) Minister shall issue an approval relating to the approved property assets permitted to be the proof of funds.
- Circular 820/2022 has been in force since 21 December 2022.
