Govt. Issues the Regulation on the Organization of PTKL

The Government has recently issued Regulation of the No. 57 of 2022 ("Regulation 57/2022") which addresses the organization of higher education by ministries other than the Ministry of Education, Culture, Research and Technology and the Ministry of Religious Affairs ("Other Ministries") and Non-Ministerial Governmental Agency (Lembaga Pemerintah Non Kementerian – "LPNK").
Higher education by other Ministries or LPNK (Pendidikan Tinggi Kementerian Lain atau LPNK – "PTKL") encompasses the organization of the following higher educations: 1) Government Service Education (Pendidikan Kedinasan) at the Formal Education; and 2) Non-Government Service Higher Education. It is provided that PTKL organizes the vocational and professional education in accordance with the duties and functions of the respective Ministries or LPNK. Furthermore, the study program at the PTKL must: 1) be based upon the national priority program of other Ministries or LPNK; and 2) must be technical and specific in order to satisfy the employment market needs.
The students at the PTKL encompass the civil servant and prospective civil servant at the PTKL of government service education at the formal education and/or general public at the PTKL of non-government service higher education. Upon graduation, the former will be obtaining a competence certificate while the latter will be obtaining a degree, a diploma, competence certificate, and/or professional certificate. While the Minister of Research, Technology, Education, and Culture is responsible for the academic guidance for PTKL organization (i.e. evaluation, accreditation, and National Standard of Higher Education), the Minister at the Ministries or the Head of LPNK will be responsible for the technical guidance of the PTKL (i.e. regulating, planning, supervising).
Regulation 57/2022 has been in force since 20 December 2022.
