DPR Passes Draft Bill on Indonesia - Singapore Fugitive Extradition Treaty

  • On Thursday, 15 December 2022, Indonesia’s House of Representatives (Dewan Perwakilan Rakyat – "DPR") passed the Draft Bill on the Fugitive Extradition Treaty Between the Republic of Indonesia and the Republic of Singapore ("Extradition Treaty"), which has been created due to the fact that Singapore has long been a destination for criminals from Indonesia, as well as in response to the high intensity of movement between the two countries and the inclusion of Singapore on a list of countries able to secure Free Visitor Visas for Indonesia.
  • The Extradition Treaty itself will hopefully offer support to law enforcement officers who are working to resolve crimes allegedly committed by criminals who are currently residing within Singaporean territory. The Extradition Treaty is also being aimed at any potential law enforcement issues that may arise as a result of the territorial limit between the two countries.
  • The Extradition Treaty regulates the following matters: 1) Mutual agreement of both countries as regards extraditions; 2) Crimes that are subject to extradition; 3) Legal basis for extraditions; 4) Applicable exemptions to mandatory extraditions and voluntary extraditions; 5) Requests and supporting documents; and 6) Arrangements of handovers.
