LKPP Issues Procurement Document Models for the Provision of Road Lighting Equipment and Generic Sector Infrastructure to Improve KPBU

  • The National Public Procurement Agency (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah – "LKPP") has issued two procurement document models (Model Dokumen Pengadaan – "MDP") through the issuance of Circular of the Head of LKPP No. 14 of 2022 on MDP for the Provision of Road Lighting Equipment Sector Infrastructure and Circular of the Head of LKPP No. 15 of 2022 on MDP for the Provision of Generic Sector Infrastructure.
  • Said MDP can be used as guides by persons in charge of cooperation projects (Penanggung Jawab Proyek Kerjasama – "PJPK") or by procurement committees in order to speed up processes relating to the preparation of procurement documents for procurements that are completed through Public - Private Partnership Schemes (Kerjasama Pemerintah dengan Badan Usaha – "KPBU").
  • The Head of the LKPP, Hendrar Prihadi, has revealed that the LKPP had previously issued an MDP on the Provision of Installation Infrastructure for the Processing of Waste into Energy Based on Environmentally Friendly Technology through the issuance of Circular of the Head of LKPP No. 10 of 2019.
  • KPBU schemes are categorized as alternative financing models capable of achieving effective levels of development. Moreover, with the support of the Australian Government through the Indonesia - Australia Partnership for Infrastructure (Kemitraan Indonesia-Australia untuk Infrastruktur/KIAT), the LKPP is hoping to increase understanding and knowledge of KPBU financing schemes, as well as increase local government interest in the application of KPBU schemes in order to provide infrastructure within their respective regions.
  • Mr. Prihadi has expressed his hope that the issuance of the two MDPs outlined above will ultimately simplify and speed up the KPBU implementation process for ministries/institutions/local governments. This is in line with the government’s work priorities for the period until 2024, which is aiming to create synergy and involve the private sector in the development of infrastructure. Currently, four regions are planning to join the KPBU scheme, including Denpasar, West Lombok, Dharmasraya Regency and Bandung Regency. (ANT)
