- The Director-General of Sea Transportation has issued Circular No. SE-DJPL 22 of 2022 on the Utilization of Onshore Power Supplies ("OPS") in Ports for Vessels Sailing Within Indonesian Waters ("Circular 22/2022") in order to enable the utilization of OPS as a part of efforts aimed at ensuring the achievement of the Nationally Determined Contribution for climate change mitigation within the sea transportation subsector.
- The circular states that OPS for vessels sailing within Indonesian waters may be provided by port business actors in a safe and efficient manner at terminals that have been granted concessions by the government for the operational purpose of the docking of ships, as well as for the organization of port activities without the utilization of ships’ combustion engines. It is important to note that OPS may only operate after feasibility certificates have first been secured, as issued by the relevant classification bodies.
- It is important for shipping companies to plan the operational activities of their vessels so that they are compatible with OPS at the relevant ports by implementing the following measures: 1) Provision of standard electrical power connections and other tools required in order to safely and efficiently transmit electrical power to vessels; 2) Preparation of a technical procedure for the transmission of electrical power from OPS to vessels; and 3) Coordination with port business actors and other relevant actors.
- Under Circular 22/2022, 21 listed ports will provide OPS services, including the following: 1) Terminal 3, Tanjung Priok Port; 2) Nilam Terminal, Tanjung Perak Port; 3) Trisakti Terminal, Banjarmasin; 4) Makassar New Port, etc.
- Circular 22/2022 has been in force since 28 September 2022.
