- Several professional healthcare associations (“Associations”) recently stated their rejection of the forthcoming Draft Bill on Health (“Draft Bill”). According to Vice Chairperson II for the Indonesian Association of Doctors (Ikatan Doker Indonesia/IDI), Mahesa Parana Dipa, several Associations have requested that Indonesia’s House of Representatives (Dewan Perwakilan Rakyat – “DPR”) exclude the Draft Bill from the 2023 Priority National Legislation Program (Program Legislasi Nasional/Prolegnas) as it is widely perceived to weaken existing Associations.
- In the wake of the airing of the above criticisms by Associations, the Deputy Chairperson of the DPR’s legislative committee, Muhammad Nurdin, has stated that there is still a long way to go in terms of the Draft Bill’s drafting and approval process, while deliberations are still in the public opinion phase, which involves input hearings (dapat dengar pendapat umum/RDPU). In this regard, Nurdin has clarified that the DPR’s legislative committee has yet to secure a copy of the Draft Bill along with its academic script and that the soliciting of inputs is only being carried out at present.
- As the concerns raised by Associations have been fully acknowledged, Nurdin has stated that currently, the DPR has invited 28 stakeholders, including members of Associations, to provide inputs and suggestions that relate to the drafting of the Draft Bill, particularly regarding the utilization of the omnibus law method. According to Nurdin, the DPR’s legislative committee remains open to receiving inputs relating to the Draft Bill’s deliberation, while the DPR has organized multiple public hearings in this regard, both offline and online, across the nation.
- Also addressing this matter, the Deputy Chairperson of Commission IX at the DPR, Charles Honoris, has stated that concerns raised by Associations that have recently led to criticisms being voiced have been caused by the circulation of an unofficial draft version of the Draft Bill. In this regard, Mr. Honoris has affirmed that this unofficial draft was not issued by the DPR. Honoris also reiterated the DPR’s willingness to consider any inputs or aspirations that are raised by Associations or relevant stakeholders in relation to the deliberation of the Draft Bill.
