- The Minister of Home Affairs ("Minister") has decided to re-extend the implementation of Enforced Community Activity Restrictions (Pemberlakuan Pembatasan Kegiatan Masyarakat – "PPKM") across Java and Bali through the issuance of Directive No. 49 of 2022 ("Directive 49/2022"), which will be enforced between 22 November 2022 and 5 December 2022.
- In essence, no significant changes to the applicable restrictions that were originally set out under Directive No. 47 of 2022 ("Directive 47/2022") have been introduced. Said applicable restrictions are summarized in the following edition of Daily Updates: “Level-1 PPKM Across Java and Bali Re-extended Until 21 November 2022”.
- However, Directive 49/2022 has now made several adjustments relating to the maximum capacities and operational hours that were originally set out under Directive 47/2022, as follows: 1) Offices that provide administrative services (e.g. logistics, finance, export services, supporting industries and so forth) may now operate at a maximum staffing capacity of 100% (previously said services were only permitted to operate at a maximum capacity of 75%); and 2) There are no longer any limits on the operating hours of restaurants, cafes and shopping centers (previously said establishments were only permitted to only operate until 22:00 local time).
- Furthermore, in terms of the 2022 World Cup international football tournament, which takes places between 20 November 2022 and 18 December 2022, any restaurants and cafes that wish to organize venues for the group watching of 2022 World Cup matches must comply with the following requirements: 1) Mandatory use of the PeduliLindungi application to screen all visitors and employees, while only visitors that fall into the green category in the PeduliLindungi application will be permitted to enter venues; 2) Individuals vulnerable to COVID-19 infections (e.g. elderly persons and those with special health conditions or comorbid diseases) will not be allowed to enter venues; 3) Matches should be screened in outdoor venues or places with adequate ventilation that utilize High-Efficiency Particulate Absorbing (HEPA) filters; 4) Mask wearing, regular hand washing and social distancing are mandatory; and 5) Compliance with applicable health protocols, as determined by relevant regional governments, is mandatory.
