- In line with provisions set out under ICAO Annex 10, Part 2, Article 5.2.1.9.2.2, which aim to minimize the risks associated with aircraft proximity (airprox) during flights, the Director-General of Air Transportation ("Director-General") has issued Circular No. 8 of 2022 on Readback Obligations for Clearances and Instructions for ATC Officers ("Circular 8/2022"). Circular 8/2022 requires holders of flight operations certificates and training center certificates ("Certificate Holders") to implement certain measures that relate to the applicable readback obligations.
- Specifically, flight crews and/or student pilots must read back in full any vocal ATC clearances and instructions or safety-related parts of any vocal ATC clearances and instructions, which encompass the following: 1) Flight path clearances; 2) Clearances and instructions for entering, landings on, take-offs from, stopping at certain positions on, crossing or back-tracking to runways; and 3) Runways that are in use, altimeter settings, Special Service Requirement (SSR) codes, altitude instructions, heading instructions and speed instructions which are either delivered by air traffic controllers or contained in Automatic Terminal Information Service (ATIS) broadcasts at the transition level.
- Furthermore, readbacks of safety-related parts of clearances and instructions by pilots should not use the words “ROGER”, “WILCO” or other related phraseologies. Certificate Holders must also ensure during readbacks that flight crews/student pilots understand and will properly implement the particular clearances/instruments.
- Finally, Certificate Holders must add procedures that address the obligation of pilots and/or pilot students to read back instructions and/or clearances from flight traffic control officers correctly and completely to their operational manuals and training program manuals.
