Provisions on Regional Transportation Controls for Vulnerable Animals and Animal Products Revised

In order to further control outbreaks of foot-and-mouth disease (penyakit mulut dan kuku – "PMK") within Indonesia, the Task Force for the Mitigation of Foot-and-Mouth Disease ("Task Force") has issued Circular No. 6 of 2022 on Regional Transportation Controls for Animals and Animal Products Vulnerable to Foot-and-Mouth Disease ("Circular 6/2022"), which repeals and replaces the previous Circular of the Task Force No. 5 of 2022.
Any parties that transport animals vulnerable to PMK must ensure the following: 1) Animals must have been vaccinated with a first dose of PMK vaccine at the least; 2) Animal Health Certificates must have been secured; and 3) The relevant parties must implement disinfection, decontamination and biosecurity procedures and arrangements.
In terms of the importation of animals vulnerable to PMK, in addition to having to originate from PMK-free countries, secure approvals from the Ministry of Agriculture and undergo quarantining procedures, said animals are also now required to be supervised by local veterinary authority officials (pejabat otoritas veteriner – "POV") following the relevant periods of quarantine.
The requirements that specifically apply to the direct transportation of pigs vulnerable to PMK from Bali to slaughterhouses located within red-zone cities/regencies have now been revised as follows: 1) Certificates of first-dose vaccinations are no longer mandatory; 2) Pigs must originate from farms that apply strict biosecurity measures and routine PMK virus-detection procedures; and 3) Routine PMK virus-detection procedures, as undertaken by POV or authorized veterinarians, must be implemented along with disinfection, decontamination and strict biosecurity measures for all vehicles, transported goods, officers and breeders prior to departure, during travel and upon arrival at their destinations.
Circular 6/2022 has been in force since 16 September 2022.
