Minister of Communication and Information Technology Prepares Draft Regulation on Master Plan and Technical Provisions for Use of the Radiofrequency Spectrum for Terrestrial Radio Broadcasting

  • The Minister of Communication and Information Technology ("Minister") is currently preparing a Draft Regulation on the Master Plan and Technical Provisions for Use of the Radiofrequency Spectrum for Terrestrial Radio Broadcasting Purposes ("Draft Regulation"), which features a total of 40 articles and seven chapters that contain various provisions relating to the following areas: 1) Master plan for the use of radiofrequency bands for terrestrial broadcast radio; 2) Technical provisions on use of radiofrequency bands by terrestrial broadcast radio; 3) Temporary use of the radiofrequency spectrum; and 4) Supervision and control.
  • The operation of terrestrial broadcast radio must comply with the Master Plan for the Use of Radiofrequencies as well as the various technical provisions that are stipulated under the Draft Regulation. In addition, operators of terrestrial broadcast radio are required to secure radio-station licenses (izin stasiun radio/ISR) and utilize certified telecommunications tools and/or equipment.
  • Terrestrial broadcast radio broadcasting encompasses the following: 1) Terrestrial analog radio broadcasts in the medium-wave (MW) radio frequency band in the 526.5 kHz - 1606.5 kHz radiofrequency range through the use of technological standards based on amplitude modulation (AM); 2) Terrestrial digital radio broadcasts in the MW radiofrequency band in the 526.5 kHz - 1606.5 kHz radiofrequency range through the use of technological standards based on digital radio mondiale ("DRM"); 3) Terrestrial analog radio broadcasts in the VHF Band II radiofrequency band in the 87.5 MHz - 108 MHz radiofrequency range through the use of technological standards based on frequency modulation (FM); 4) Terrestrial digital radio broadcasts in the VHF Band II radiofrequency band in the 87.0 MHz - 108 MHz radiofrequency range through the use of technological standards based on DRM; 5) Terrestrial digital radio broadcasts in the VHF Band III radiofrequency band in the 174 MHz - 202 MHz radiofrequency range through the use of technological standards based on DRM; and 6) Terrestrial digital radio broadcasts in the VHF Band III radiofrequency band in the 202 MHz - 230 MHz radiofrequency range through the use of technological standards based on digital audio broadcasting (DAB+).
  • The Draft Regulation is currently undergoing a process of internal deliberation at the Ministry of Communication and Information Technology and may thus be subject to further changes.
