Director-General of Sea Transportation Implements PNPB Collection Through e-blanko Services Module of the SEHATI App

  • In an attempt to simplify bureaucracy and improve public services through the utilization of information technologies, the Director-General of Sea Transportation (“Director-General”) has decided to implement non-tax state revenue (penerimaan negara bukan pajak – “PNBP”) collection through the e-blanko services module (“Module”) through the issuance of Decree No. KP-DJPL 613 of 2022 (“Decree 613/2022”).
  • Said PNBP will be implemented through the Integrated Sea Transportation Electronic System (Sistem Elektronik Hubla Terintegrasi – “SEHATI”) application and will be imposed in relation to the following types of services: 1) Seaports (i.e. services for vessels, cargo, equipment, guidance contributions for vessel delays and other seaport-related services); 2) Vessels and sailors; 3) Navigation (i.e. services for the navigation of TVS-data connections and traffic signs); 4) Concessions; and 5) The establishment of sea transportation billing codes (global). (Recitals, 1st Dictum)
  • However, if any force-majeure conditions occur and result in any lack of availability of Module infrastructure and/or systems, then the collection of PNBP should be carried out manually in accordance with Regulation of the Director-General No. HK.103/4/16/DJPL-18 of 2018, provided that said manual PNPB collection is carried out temporarily until the Module infrastructure and/or system within the SEHATI application becomes available.
  • The abovementioned PNPB collection should be carried out on a 24-hour-a-day, seven-day-a-week basis.
  • Details on the application procedures, billing reports and guidelines for said PNPB collection are addressed comprehensively under Appendices I – III to Decree 613/2022.
  • Decree 613/2022 has been in force since 1 September 2022.
