- The Director-General of Customs and Excise has issued Decree No. KEP-134/BC/2022 on the Implementation of the Customs Facility Application System Pilot Scheme ("Decree"). In an effort to provide easier and faster services in relation to applications for and the granting of exemption facilities for import duty (bea masuk), the Directorate of Information on Customs and Excise has developed the new CEISA system, which will process applications for customs facilities through single submissions only. Accordingly, a pilot version of the CEISA system is being rolled out first in order to ensure that this new initiative is fully prepared to serve the general public.
- The following representatives of foreign states, international bodies and other institutions are set to participate in the CEISA system pilot scheme: 1) 37 state representatives (i.e. embassies, diplomatic missions, permanent missions, the ASEAN Secretariat); 2) Five international bodies (e.g. food and agricultural organizations); 3) Two social and charitable foundations. If during the new system’s pilot period any technical problems emerge that cause the system to become inoperable or dysfunctional, then service will continue to be provided manually or through the use of other applicable methods and facilities. The mandatory implementation of the system will be regulated under a forthcoming legal framework.
- The Decree has been in force since 22 August 2022.
