Minister of PUPR Updates Competencies for Construction Supervision Consultants

  • In a bid to maintain the orderly implementation of construction services, the Minister of Public Works and Public Housing ("Minister") has decided to introduce a set of guidelines for commitment-making officials (pejabat pembuat komitmen – "PPK") on experts who provide consulting services relating to construction supervision (“Supervising Consultants”) through the issuance of Circular No. 16/SE/M/2022 ("Circular 16/2022"). These matters were previously addressed under Circular of the Minister No. 21/SE/M/2019, which has now been repealed and replaced .
  • Supervising Consultants provide supervisory services in relation to construction matters and are authorized to implement the following matters: 1) Granting of requests for work approvals for qualified work plans; and/or 2) Provision of recommendations to PPK regarding the seizure of any construction works that are not in accordance with the relevant contracts and Construction Safety Management System (Sistem Keselamatan Konstruksi/SMKK) documents.
  • The tasks of Supervising Consultants comprise the following phases: 1) Preparation; 2) Implementation; 3) Provisional handover; and 4) Final handover.
  • The scope of construction sectors that require the involvement of Supervising Consultants break down as follows: 1) Water resources; 2) Highways; 3) Human Settlements (Cipta Karya); and 4) Housing.
  • The composition of Supervising Consultants is as follows: 1) Team leader; 2) Supervising engineer; 3) Quality engineer; and 4) Health and safety engineer. Supervising Consultants must meet various educational and experience-related standards and possess expert qualifications, as comprehensively addressed under the Appendix to Circular 16/2022.
  • Circular 16/2022 has been in force since 4 August 2022.
