- The Minister of Transportation has issued Circular No. 77 of 2022 on Guidelines for the Implementation of Domestic Personal Travel via Air Transportation During the COVID-19 Pandemic ("Circular"). The Circular stands as the most recent legal framework that specifically addresses general health protocols and requirements for domestic air travel, as well as various other additional requirements and provisions that apply to organizers of air transportation and a number of other provisions that relate to the load capacities of aircraft, airports and operational provisions for airports.
- The Circular also sets out the following specific vaccination requirements that will now apply to children aged 6 - 17: 1) Any person who has received a second dose vaccination is not required to present the negative result of either an RT-PCR test or a rapid antigen test; 2) Any person who has received a first dose vaccination or who has arrived from overseas and has not been vaccinated is required to present the negative result of either an RT-PCR test (3 x 24 hours sample) or a rapid antigen test (1 x 24 hours sample); and 3) Any person who has a certain health condition that renders them unable to be vaccinated is required to present the negative result of either an RT-PCR test (3 x 24 hours sample) or a rapid antigen test (1 x 24 hours sample).
- In addition, children under the age of six are exempted from the vaccine requirements and are also not required to present any negative RT-PCR or rapid antigen test results when they undertake any air travel. However, any such child under the age of six must be under the direct supervision of a guardian who has fulfilled the vaccine requirements and who has taken the relevant required COVID-19 tests.
- The Circular has been in force since 11 August 2022.
