PPDN Below 18 Years of Age with First or Second Dose Vaccinations Required to Present Negative COVID-19 Test Results

  • The Task Force for the Mitigation of COVID-19 ("Task Force") has issued Circular No. 23 of 2022 on Health Protocols for Personal Domestic Travel During the COVID-19 Pandemic ("Circular 23/2022"), which is the most recent legal framework that addresses the implementation of international travel health protocols in relation to domestic travelers (Pelaku Perjalanan Dalam Negeri – "PPDN") during the COVID-19 pandemic.
  • The health protocols addressed under Circular 23/2022 are substantially similar to those previously addressed under the now obsolete Circular of the Task Force  No. 21 of 2022 ("Circular 21/2022"). A summary of Circular 21/2022 features in the following edition of Daily Updates: “PPDN with First and Second Dose Vaccinations Required to Present Negative COVID-19 Test Results for Domestic Travel”.
  • While PPDN aged 18 years and above that have already received booster vaccinations will not be required to present the negative results of RT-PCR tests or rapid antigen tests, Circular 23/2022 has now stipulated that PPDN aged 18 years and above that have only received first or second dose vaccinations must present the negative results of RT-PCR (D-3) tests. Previously, PPDN who had received second dose vaccinations were required to present the negative results of rapid antigen tests (D-1).
  • In addition, Circular 23/2022 also exempts certain parties from the obligation to present negative COVID-19 test results, specifically PPDN aged between 6 – 17 years of age who have received second dose vaccinations and PPDN below 6 years of age. However, in the following circumstances, PPDN aged between 6 – 17 years old will still be required to present negative results of RT-PCR (D-3) tests or rapid antigen tests (D-1): 1) Have only received a first dose vaccination; 2) Are arriving from overseas and have yet to be vaccinated; and/or 3) Have special health conditions or comorbid diseases that prevent them from receiving vaccinations.
  • Circular 23/2022 has been in force since 11 August 2022.
