Moratorium on the Establishment of New Majors and Study Programs by Vocational Universities Lifted

  • In a bid to ensure that Indonesia’s human resources are in accordance with the modern demands of the business and industrial worlds, vocational universities are being encouraged to establish new majors and learning programs that are relevant to the current environment. Accordingly, the Minister of Education, Culture, Research and Technology has issued Circular No. 6 of 2022 ("Circular 6/2022") on the Revocation of Circular of the Minister of Research, Technology and University No. 05/M/SE/X/2017 on the Moratorium on the Establishment of Faculties and Majors by State Universities ("Circular 05/2017").
  • Circular 05/2017 had previously introduced a moratorium on the establishment of faculties and study programs, which came into force since 1 November 2017. However, through the issuance of the Circular 6/2022, this moratorium was lifted on 24 June 2022.
  • However, it is important to note that Circular 05/2017 has only been revoked for vocational universities and will remain in force for academic universities. Furthermore, the following provisions are now applicable: 1) The establishment of any new majors and study programs at vocational universities must be driven by demand within the industrial and business sectors; and 2) Existing majors and study programs should be revised so that they are able to meet the demands of business and industry and will also be subject to periodic evaluations.
  • Circular 6/2022 has been in force since 24 June 2022.
