- The Director-General of Air Transportation has issued Circular No. AU.201/16/23/03PU.DKP-2022 on Requirements for the Handling of Small Unmanned Aircraft Systems Being Carried On-Board Aircraft ("Circular"). The Circular has been issued in response to a recent incident during which a fire broke out in an airline cabin as a result of a drone’s malfunctioning lithium battery.
- In order to prevent any repeat of this incident, the Circular contains a set of technical guidelines for the handling of small unmanned aircraft systems. These guidelines state that business actors operating within the air transportation sector are required to meet the following obligations: 1) Must ensure that all passengers are properly checked during check-in to ascertain whether they are carrying any small unmanned aircraft systems in their luggage; 2) Must ensure that any small unmanned aircraft systems powered by lithium batteries that are carried on-board aircraft meet certain standards that apply to lithium batteries (e.g batteries must be removed from devices, must be carried in passengers’ cabin baggage, must have a power rating of less than 100 Wh); 3) Any lithium batteries that do not meet the standards must be confiscated; and 4) Passengers must be informed of the requirements that apply to the carrying of portable electronic devices powered by lithium batteries.
- Airport organizers are also required to ensure the implementation of tight security checks in relation to passengers who are carrying lithium batteries.
- The Circular has been in force since 27 June 2022.
