Minister of PUPR Sets Certification Costs for Certain Construction Works

Infrastructure and Construction Services

In an effort to support the implementation of certification procedures by certification agencies operating within the field of construction services, the Minister of Public Works and Public Housing ("Minister") has issued Decree No. 713 /KPTS/M/2022 on the Stipulation of Fees for the Certification of Construction Work Competence and the Certification of Construction Service Business Entities, as Implemented by Construction Service Certification Agencies ("Decree 713/2022").
Stipulates various components and costs relating to the following elements: 1) Construction work competence certification; and 2) Construction service business entity certification. These matters are comprehensively addressed under the Appendix to Decree 713/2022.
In terms of the certification of construction work competence, the following matters are specifically addressed under Decree 713/2022: 1) List of costs (new applications or certificate extensions); 2) List of honorariums for competence assessors; 3) Costs relating to and the number of competence assessors; 4) Cost details and payment phases. Certification costs, as implemented by licensed professional certification institutions, should be calculated based on the following elements: 1) Work competence testing costs; 2) Operational costs; and 3) Human resource costs.
Meanwhile, in terms of the certification of construction service businesses, Decree 713/2022 addresses the following matters: 1) List of costs (general and specialist); and 2) List of honorariums for business entity assessors. Meanwhile, certification costs, as implemented by licensed business entity certification institutions, should be calculated based upon the following elements: 1) Work competence testing costs; 2) Operational costs; 3) Human resources costs; and 4) Location.
Decree 713/2022 has been in force since 11 July 2022.
