PPDN with First and Second Dose Vaccinations Required to Present Negative COVID-19 Test Results for Domestic Travel

  • The Task Force for the Mitigation of COVID-19  has issued Circular No. 21 of 2022 on Health Protocols for Personal Domestic Travel During the COVID-19 Pandemic ("Circular"), which will come into force on 17 July 2022. The Circular reaffirms the implementation of the health protocols for domestic travelers (Pelaku Perjalanan Dalam Negeri – "PPDN") that were originally set out under the previously applicable regulation.
  • In general, PPDN are obliged to comply with the relevant health protocols (e.g. must wear masks, engage in regular handwashing and maintain a social distance of at least 1.5 meters) and should also use the PeduliLindungi application as a requirement for domestic travel. Furthermore, transportation operators are required to use the PeduliLindungi application in order to check that domestic travelers meet the relevant travel requirements.
  • The Circular also stipulates that PPDN who have already received booster vaccinations will not be required to present the negative results of RT-PCR tests or rapid antigen tests. However, the obligation to present negative test results will remain in place for the following parties: 1) PPDN that have received second dose vaccinations must present the negative result of an RT-PCR (D-3) or rapid antigen test (D-1); and 2) PPDN that have received only first dose vaccinations must present the negative result of an RT-PCR (D-3) test.
  • It should also be noted that the following parties are exempted from the above-listed obligations: 1) PPDN with special health conditions or comorbid diseases that prevent them from receiving vaccinations (however, the negative results of RT-PCR [D-3] tests and doctors’ certificates issued by government hospitals stating that the travelers concerned have not and/or are unable to be vaccinated against COVID-19 must be presented); and 2) Pioneering modes of transportation, including transportation in border areas and frontier/outermost/underdeveloped regions, as well as limited sailing activities.
