Operational Guidelines for Construction Safety for Work Packages at the Ministry of PUPR and IKN Infrastructure Issued

In order to ensure adequate and orderly construction safety in relation to working construction packages at the Ministry of Public Works and Public Housing ("Ministry") and to support infrastructure development at the State Capital (Ibu Kota Negara – "IKN"), the Minister of Public Works and Public Housing has issued Circular No. 10/SE/M/2022 on Operational Guidelines for the Orderly Organization of Construction Safety at the Ministry of Public Works and Public Housing ("Circular 10/2022").
Circular 10/2022 sets out guidelines that address the following specific areas: 1) Implementation of operational guidelines; 2) Duties and responsibilities of the relevant parties in relation to the implementation of construction safety; and 3) Operational guidelines (i.e. construction engineering safety, occupational health and safety, public safety and environmental safety).
At their core, the guidelines set under Circular 10/2022 are to be applied in relation to construction safety as it pertains to the following matters: 1) Construction work packages that relate to infrastructure development at the Ministry; and 2) Construction work packages that relate to the development of IKN infrastructure.
Details of these guidelines are comprehensively outlined under the Appendices to Circular 10/2022, which address the following matters: 1) Pre-construction meetings; 2) Applications for working licenses; 3) Examination of materials and equipment; 4) Identification of danger and risk mitigation; 5) Incoming, inspections and test plans; 6) Implementation of inspections and testing of construction works; 7) Changes to work implementation; and 8) Testing and commissioning (pengujian kelaikan fungsi).
Circular 10/2022 has been in force since 24 May 2022.
