Domestic Travelers Who Have Received Second Dose Vaccinations Still Required to Present Negative Results of COVID-19 Tests

  • In response to developments relating to the Corona Virus Disease 2019 ("COVID-19") pandemic at the national level, The Task Force for the Mitigation of COVID-19 ("Task Force") recently issued Circular No. 16 of 2022 on Provisions for Personal Domestic Travel During the COVID-19 Pandemic ("Circular 16/2022"), which updates the health protocols for domestic travelers (Pelaku Perjalanan Dalam Negeri – "PPDN") who travel by public/private vehicles via air, sea, land, ferry crossings and intercity rail.
  • In essence, Circular 16/2022 sets similar provisions on health protocols for PPDN as those originally addressed under Circular of Task Force No. 11 of 2022. Said community activities restrictions are summarized in the following edition of Daily Updates: "PCR and Antigen Tests No Longer Required for Domestic Travelers Who Have Received Second or Third Dose (Booster) Vaccinations".
  • However, Circular 16/2022 has now adjusted several PPDN obligations in terms of the requirement to show negative COVID-19 test results, as follows: 1) PPDN that have received second dose vaccinations must present the negative result of an RT-PCR (D-3) or a rapid antigen test (D-1); and 2) PPDN that have only received first dose vaccinations must show the negative result of an RT-PCR (D-3) test.
  • In addition, Circular 16/2022 also mandates for the establishment of official service posts within certain areas in order to ensure compliance with the health protocols and to supervise public mobility, which should be managed by local Task Forces, the Pamong Praja Police Department, the Department of Transportation, as well as the National Police Force and Army.
  • Circular 16/2022 has been in force since 2 April 2022.
