Government Set to Impose Excise on Sweetened Beverages

  • The Head of the Healthcare Funding Working Team at the Ministry of Health ("Ministry"), Ackhmad Afflazir, issued a recent statement confirming that the plan to impose a new type of excise upon packaged sweetened beverages (Minuman Berpemanis Dalam Kemasan – "MBDK") is to go ahead. This plan has been drawn up in coordination with relevant government agencies and institutions.
  • Furthermore, Mr. Afflazir also stated that the imposition of this new type of excise was in line with the transformation of Indonesia’s healthcare funding and that MBDK excise would be used as a tool in order to reduce the incidence of non-contagious diseases (penyakit tidak menular) and as new source funding for the country’s chronic diseases prevention program. In addition, the Ministry is engaged in several advocacy steps that involve various government ministries and agencies and has delivered a number of policy papers to the House of Representatives (Dewan Perwakilan Rakyat – "DPR") over the last year.
  • Gita Gusnadi, Research Manager for the Center for Indonesia Strategic Development Initiatives, had previously stated that the imposition of the new MBDK excise would reduce the consumption rate of such beverages by 24%. As a result, the new MBDK excise is likely to change public behavior as regards the consumption of sweetened products, ultimately reducing the various risks associated with obesity and diabetes across Indonesia.
